- IfYou are in unincorporated Elbert CountyThenAsk Elbert County's building department about permits for plumbing changes or rerouting.
- IfYou live in a manufactured home communityThenCheck your lease or community rules on who maintains skirting, risers and lines up to the home.
- IfThe power is out during a freezeThenReport it to your electric provider, which in this area may be IREA or another utility depending on location, and follow your no-heat plan.
What is different on this side of the county line
Elizabeth sits on higher ground than Parker, with wide grassland around it, so wind and cold arrive with little to slow them. A manufactured home or ranch house with gaps in its skirting or foundation vents left open takes that wind right underneath the floor. Heat tape on a water riser, a common protection for manufactured homes, is only as good as the outlet it is plugged into and the age of the cable.
Many properties outside town run on private wells, so a freeze in the well system cuts water to the whole house even when no pipe indoors has failed. And because homes are spread out, the nearest help may be farther away than in Parker during a storm, which puts more weight on knowing where to shut the water and the pump off.
Before winter on the Elbert County side
- Walk the skirting and secure any loose or missing panels.
- Test riser heat tape and replace cable that is old or has no indicator light.
- Close crawl space vents or cover them for the season.
- Label the main shutoff and, if on a well, the pump breaker.
- Keep a backup supply of drinking water in case the system is down during a storm.
